How should I act in a disturbance situation?

Here at Juli, maintaining a pleasant living environment is of utmost importance, and it’s a shared responsibility to keep it up. A pleasant atmosphere is created through following shared rules and consideration for neighbours.

Sometimes in an apartment building, normal living sounds can be heard, even at night. However, if recurring behaviour that violates the house rules affects living comfort, it is good to address the issue. The quickest path to a solution is to find out where the disturbance is coming from and to have a respectful conversation with the person causing it. It's good to keep in mind that sometimes the person causing the disturbance may not be aware of the effect they’re having on their neighbours.

Responsibility for what happens on the property lies with all residents. Residents are encouraged to report any observed vandalism or disturbances to the landlord.

Juli's actions in disturbance situations

Our goal is to offer easy and comfortable living in Juli homes. We encourage residents to contact us at a low threshold when they notice disturbances. We address all reported disturbances promptly and professionally. Our customer service and property management teams have been trained in neighbour mediation, with the goal of finding mutual understanding and solutions in accordance with the principles of neighbour mediation. We aim to provide proactive communication and ensure that all residents are aware of the house rules.

When we receive information about disruptive behaviour, the property manager contacts the resident responsible. Often, a discussion with the resident is sufficient, and the situation calms down. If the landlord suspects the apartment is being neglected, we may conduct a condition inspection. The resident is notified of the inspection two weeks in advance, and afterward, they have two weeks to address any issues found. In recurring disturbance situations, we may arrange case-specific measures such as surveillance or security services on the property. We can also restrict access to shared facilities, rekey locks, or limit the use of access codes if necessary.

What do we do if the issue cannot be resolved through mediation?

In Finland, landlords have very limited authority to interfere in a tenant's private life inside their home without a strong justification, as the law protects tenants’ rights. For example, in disturbance cases, warnings cannot be issued without help from neighbours. A written warning is only issued if the landlord receives a signed disturbance report from at least two different nearby neighbours regarding the same person causing the disturbance. The written warning is sent to the disruptive resident both by email and mail. If the resident continues disruptive behaviour after receiving a written warning, the landlord may apply to terminate the lease and evict the resident. This requires that, after the written warning, another signed disturbance report is submitted by at least two different neighbours.

It’s important to understand that lease termination always requires a significant breach of contract, such as non-payment of rent, disruptive behaviour, damage to the apartment or property, or subletting the apartment to another person. Eviction is never taken lightly and is also the landlord's last and undesired option. The eviction process can take several months and requires a district court decision to enforce the eviction, as the landlord does not have the right to evict the tenant on their own. If the district court grants an eviction order, it is delivered to the enforcement authority. The enforcement authority carries out the eviction, and based on this, the tenant must move out immediately. In the final instance, the enforcement authority will empty the apartment and remove the tenant if they are uncooperative.
